                        STANDARD RALLYE REGULATIONS

                      AND GENERAL INSTRUCTIONS

SCOPE:

 

These Regulations shall govern the conduct of all road rallyes counting towards the ASCC Rallye Championship and are to be observed without exception.  For any event the General Instructions may be augmented or replaced in whole or in part by a set of Supplemental General Instructions written specifically for that event.

 

REGULATIONS:

 

A. CONDUCT OF THE RALLYE

 

1.      Rallies are non-speed events run on public roads, observing posted speed limits and all traffic laws and rules of the road.

 

2.      The object of the Road Rallye is to reach the endpoint of the rallye, by following the Route Instructions, within the allotted time.

 

3.      No drugs or alcoholic beverages are permitted during the rallye.  Penalty is disqualification. A second violation will result in a PERMANENT disqualification from all ASCC events.  Any moving violation incurred while on the rallye will also be cause for disqualification.

 

4.      The route instructions and questions will be handed out approximately one minute before each car is scheduled to leave.  General instructions and regulations will be distributed during registration.

 

5.      Any and all variations to the general instructions, and last minute changes to the route or questions, will be announced during the drivers meeting.

 

6.      No more than two persons per car are allowed in order to qualify for trophies or prizes.  Driver must be 18 years of age or older, possess a valid drivers license and be insured.  (see also section B)

 

7.      The maximum time allotted to complete the rallye will be announced at the drivers meeting.  Anyone finishing after the maximum time will receive a (DNF) “Did not finish”.

 

8.      .Teams are classified as either “NOVICE” - those who have run fewer than 5 rallies, or “EXPERIENCED” those who have run 5 or more rallies.  Separate prizes/trophies are awarded for each class.  Teams which begin the year as Novice will NOT be reclassified during the course of the championship season.  There is no Novice sub-class within the Grüppe class. (see also section B)

 

9.      All rallies will be scored at the finish location.  All route instructions, answers, optimum time and mileage will be reviewed.  Prizes will be given upon determination of the winners.  Any protests must be lodged at this time.


B. CLASSES

 

Three Classes within the Rallye:

Grüppe Class:  2 cars, 4 Total People (2 Drivers, 2 Navigators), and be scored as One Team.  Gruppe Teams are permitted to share their answers.  This is a new developing class.

Open Class:  1 Car, with 1 Driver & 1 Navigator

Novice Class:  1 Car, with 1 Driver & 1 Navigator (less than 5 Rallies’)

 

C. SEASON CHAMPIONSHIP

 

Championship points will be awarded in each rallye as follows:

1st.- 20 pts.      2nd - 15 pts.      3rd - 12 pts.      4th - 10 pts.      5th - 8 pts.

6th - 5 pts         7th - 4 pts.         8th - 3 pts.        9th - 2 pts.

10th through last place finisher 1 pt. ea. DNFs receive no points.

The Rallyemasters will receive 17.5 points for producing the rallye.

Novices will receive points based on their overall finish

 

Final year end standings will be determined by an entrant’s best 5 finishes out of the 7 championship point rallies.  (This will not apply to the 2002 season.  ALL points’ events will count in 2002)

 

D. PROTESTS

 

1.      Grounds for protest shall consist solely of violation of the ASCC Rallye Regulations, the General Instructions and any applicable Supplementals.   Any team or individual protesting the route instructions, answers or scoring must submit their protest prior to the awards ceremony. No protests will be accepted after the announcements of the winners.

 

2.            The rallyemaster will assess the protest, and if valid, will make adjustments as they see fair and equitable.  This may involve adjustments to all rallye scores as required or the awarding of duplicate prizes and points.

 

3.            The rallyemaster’s decision may be appealed to the rallye coordinator who will be the final arbiter.  Abuse of the protest rule will not be tolerated.

 


E. SCORING THE RALLYE:

 

Rallye’s are scored similar to golf.  The lower the score, less missed questions, the better. 

 

1.      Penalty points will be assessed per the following (unless otherwise noted):

  10 Points for each wrong answer

  20 Points for each “out of the car” wrong answer

    1 Points for finishing each minute after the optimum time

    5 Points for finishing each minute before the optimum time

100 Points for opening the emergency envelope. (if one is used)

 

2.      The team with the fewest penalty points wins the rallye.

 

3.      In case of ties:      a) estimated mileage will be first tie breaker

                        b) faster lap time will be final tie breaker

 

4.  Bonus Questions are optional questions and/or challenges within the Rallye.  Bonus questions can have varied values and will indicate how many points the question / challenge is worth.  It is possible to finish a Rallye with a negative score. 

 


F. GENERAL INSTRUCTIONS / RULES:

 

1.         The rallye is run from direction to direction with the questions in-between.

 

2.         Answers will be visible almost anywhere from the route, with the following exceptions:

a.        never directly behind the car

b.        never on temporary signs (e.g. political, real estate)   The only correct answer is the first answer you come to.

 

 3.      Spelling of Answers;  Answers to questions may have alternate spelling that may sound or look the same, i.e.: Smith/Smythe.   The    answer must be spelled as found on the route.   It must also be complete, including any other wording on the sign with the answer.

 

 4.      Pavement Rule:   Unless otherwise specified, in order:

          A.    Follow the route number or name of the street.  If you are put on a road by name, stay on road until next direction.

          B.    Follow the main curve of the pavement designated by either black-on-yellow curve signs or center lines on the road.

 

 5.      Mileage:  Estimated mileage of the route, not the number that you drove, is used as a tie breaker.

 

 6.      Scoring Method:          Incorrect in car questions          =  10 Penalty Points.

                    Incorrect out of car questions          =  20 Penalty Points.

                    Every min. in after the Optimal Time  =    1 Penalty Point.

                    Every min. in before the Optimal Time  =    5 Penalty Points.

 

 7.      The Optimal Time will be announced at the finish line.   Any car exceeding the Maximum Time will receive a DNF (Did Not Finish).

 

GENERAL ABBREVIATIONS AND DEFINITIONS

 

Optimal Time  =  The time it takes to drive the route, at the speed limit, stopping at half of the total traffic lights.

 

Maximum Time  =  The absolute maximum time allotted to run the rallye.  Announced at the drivers meeting.

 

L  =  Left, a turn to the left of, from 1 to 179o.

 

R  =  Right, a turn to the right of, from 1 to 179o.

 

T  =  An intersection having the general shape of the letter "T" as approached from the base. 

 

Y  =  An intersection having the general shape of the letter "Y" as approached from the base.

 

Δ  =  An intersection of three roads in the shape of a triangle, execute only one instruction at the Δ.

 

Opportunity  (Abbreviated OP or OPP)  =  Any public thoroughfare onto which you may legally turn in the direction indicated.  

Only public roads are rallye roads.  Private roads and roads such as mall entrances, plant entrances, business entrances, cemeteries, parks, schools and parking lots (unless clearly marked by an official public street sign) are not public roads and are not to be considered as rallye roads.  Turn onto them only if specifically told to do so by name (For example, you would not consider mall driveways as opportunities in ’left at 2nd opp.’ but ‘left into Summit Mall parking lot at second driveway’ is a legal instruction.)

 

Light  =  Red & Green with or without a yellow light, working or not.

 

Flashing Light  =  Permanent Red or Yellow Blinking Lights.

 

Stop  =  An octagonal Stop sign.

 

Landmark  =  An object along the course.

 

Pick-Up  =  To go essentially straight onto a road that undergoes a name change.

 

Dead End’s = When arriving at a dead end, U-turn and continue on as if no dead end had been encountered..

 

Miles (Abbreviated M or MI) = Number of miles to drive before executing instruction (i.e. L at 2 Miles)

 

*        Indicates a question that has an answer that can be found on a mailbox.

 

**     Indicates an out of the car question.   They are worth 20 Penalty Points.

 

(bonus n pts) Indicates a bonus question or challenge where n is number of points.  Although optional, they can only help.
